REGULATIONS / INVITATION

1.         INVITATION

The Government of Turkey and the Turkish Chess Federation (TCF), have the honour to invite all the FIDE member Chess Federations around the world to participate in the World Youth Chess Championship 2009 (under 8, under 10, under 12, under 14, under 16 and under 18 years old - open and girls) which will take place in Kemer-Antalya, Turkey, between November the 11th, 2009 (arrival) and November the 23th, 2009 (departure).

TCF aims to organise an excellent event with your participation. 

TCF aims for a record participation in these events. We hope to achieve more than 2.000 players and 1,500 accompanying persons. We are ready to accommodate over 4,500 participants. We want to make a significant impact with global media coverage and special attention to chess.

2.    PARTICIPATION

•2.1         All participants including parents, coaches, observers and relatives are obliged to stay in official hotels. Access to playing areas, venues and the hotels will be allowed only to accredited people by the organisation. No participant will be allowed to book directly in the official hotels. All bookings must be through the organisers.

•2.2         Every Federation can register one invited player in each category (under 8, 10, 12, 14, 16, 18 years old, open and girls), that is a maximum total of twelve (12) guest players that will be hosted by the TCF, plus one trainer for each Federation participating.

•2.3         The players placed 1-3 in a previous World Youth Championship, and the champions of Continental Open (Girls) Under 8, 10, 12, 14, 16 and 18 championships, shall have the personal right to participate in the World Youth Championship.

•2.4         Any Federation can register additional players as well.

•2.5         In order to provide appropriate tournament conditions, the Federations must complete carefully the official registration form (attached to this file) and send it back to the organizing committee by 1st September 2009.  Any other form will not be accepted. 

3.    FIDE ENTRANCE FEES

3.1 In accordance with the FIDE regulations, an entrance fee of 70 € (Euros) is asked for every guest player (mentioned in 2.2 and 2.3 above) and must be sent directly to FIDE by the national Federation before the event.

3.2 In accordance with the FIDE regulations, an entrance fee of 140 € (Euros) is asked for every additional player and must be sent directly to FIDE by the national Federation before the event.

4.         REGISTRATION AND TRAVEL

4.1 The deadline for registration is 1st September 2009. After this date a penalty of 100 € (Euros) for each late registration will be charged to participants till 1st November 2009 latest. After this date, organisers reserve the right to refuse or decline late registrations or charge higher hotel costs for participants.

4.2 All guest players should make their application by the above deadline. After this date no guest player application will be accepted and their application will be treated as if they were an additional player.

4.3 The registration form must include the Federation, FIDE ID, surname, first name, international rating and FIDE title and the passport details of every player and every accompanying person. It must also include the name, details and phone number/ address/ fax/ email of the head of the delegation. An identity photo (2x3 cm) must also be sent for each player (guest, additional or qualified) and each accompanying person by 1st November 2009. The photo can also be taken on arrival at the Hotel at the cost of 3 € (Euros).

4.4 All the travel expenses must be paid by the participants or their Federation. Only member Federations of FIDE are entitled to submit registration forms. Individual applications will not be accepted if the national Federation does not confirm such registration.

4.5 Each player (guest, additional or qualified) and each accompanying person must pay to the organizing committee the amount of 100 € (Euros) at the moment of their registration (before 1st September 2009). This payment is compulsory and represents a confirmation of participation. This payment includes transportation from and to Antalya Airport, accreditation, identification badges and organisation cost. 

4.6 Personal rights players, guest players and one coach for each Federation should be advised to the organisers by 1st September 2009. If a person pays a deposit and does not participate, then the amount is not refundable. After this date a penalty of 100 € (Euros) for each late registration will be charged to participants. However, organisers reserve the right to refuse or decline late registrations.


4.7 TRAVEL DETAILS. The venue is the Limra Hotel (*****) in Kemer, Antalya. The venue is 70 km west of Antalya Airport. Antalya is a tourism city very well known, and has a large number of charter flights from main points of Europe. Another way to come to Antalya is via Istanbul.

There are daily 20-30 flights connecting Istanbul Atatürk Airport to Antalya Airport. On the following web sites you may get more information for domestic flights in Turkey and you may make online registrations. We propose to our guests to book with Turkish Airlines, and arrive via Istanbul.

4.8 A player registered in a lower category of age due to a mistake in specifying his / her birthday will have his / her registration suspended until rectification.
 

5.         PAYMENT

5.1      BANK TRANSFERS. When registering for any category, the above mentioned amount of 100 € (Euros) must be transferred to the following account:

All bank commissions should be paid by sender, although even if it is paid by the sender, there is usually a transfer cost on Turkish side (18 € (Euros) for each transfer), this will be charged to sender.

5.2 CREDIT CARD PAYMENTS. All payments may also be made through the online secure web site of the TCF by credit card. With this form of payment, the sender does not need to pay any transfer fee. We propose that individuals visit our web site for more details.


5.3 As soon as the payment transfer is confirmed, the organizing committee will send to the respective chess Federation the confirmation of the hotel reservations. Also all confirmed registrations will be declared on the official web site, where Federations may check their participants' situation on a daily basis.

5.4 Players will not be paired until all the payments are effected to the organisers.
 

6.         ACCOMMODATION

6.1 All inclusive (excluding alcohol) accommodation will be offered in the hotels in Kemer-Antalya booked by the organizing committee. In the hotel there will be free wireless connection in the lobby to all participants.

6.2 We offer all inclusive (excluding alcohol) accommodation to the guest players and to one (1) trainer for each Federation from November the 11th (including dinner) to November the 23rd (including breakfast) in double and triple rooms.

6.3 The accommodation charges must be paid in advance. The payment will be done only in Euros.

6.4 If a participating Federation does not send a player in any age category, they may not substitute this for another age category. 

6.5 Accommodation prices. Although the deadline for registration is 1st September 2009, if Federations pay all the cost of accommodation and organisation before the 1st July, they will be given a 5% discount (except for the organisation fee).

6.6 All accommodation cost will be paid for 12 nights as a total package plus registration cost for whoever will be coming on the 11th  November and leaving on the 23rd November. If someone, comes later or leaves earlier, they will pay also this cost as a total cost. If any participants will be arriving earlier or leaving later they will pay the difference of the nights mentioned below.

Rooms will be booked on the principle of FCFS (First Come First Served). Early bookings will be given priority with bookings in the Limra Hotel. The longest distance from the hotels to the Limra is 900 metres.

6.7 IMPORTANT NOTICE!

Federations, that pay the total amount of their payments before 1st July 2009, will be given 5% discount of the payment, if it is done either by bank transfer or by credit card (except organisation fee!).
 

7.         TECHNICAL REGULATIONS

The tournament will be played using the Swiss system with 11 rounds. The national rankings will not be taken into account for pairings. The rate of play will be in accordance with the FIDE rules: 90 minutes for the first 40 moves followed by 30 minutes for the rest of the game with an addition of 30 seconds per move starting from move one. Official tie-break rules of FIDE will be accepted.

9.         APPEALS COMMITTEE

The Appeals committee will consist of 5 members and two reserves and will be declared after 1st September 2009 following the approval of the FIDE President. The committee shall be decided by FIDE.

10.      ARBITERS

TCF asks FIDE to nominate 20 arbiters four from each continent: (Europe, Americas, Asia, and Africa). After FIDE's decision of these arbiters, names of arbiters will be declared on official website. European arbiters will be paid 500 € as a stipend, and other continents will be paid 750 € stipend. Travel costs are not the responsibility of organisers. There will be other arbiters invited by the organisation. The Organisation will provide all inclusive concept hospitality to all nominated arbiters. 

11.      JOURNALISTS

All journalists who wish to participate in the event may contact the organisers and should be accredited. The press room will have ADSL internet connection as well as other facilities.

12.      STANDS

Anyone who wishes to rent a promotional stand on location should contact the organisers for rental conditions. No one will be allowed any promotional space (except FIDE and ECU) or to have a stand for merchandise or other services, without approval of the TCF.

13.      TOURNAMENT BULLETIN

We offer a free bulletin each round to each national delegation. Additional bulletins will be sold.

14.      INFORMATION ABOUT VISAS

14.1 The Federations or players who need assistance with their visas are asked to contact the Organizing Committee before 15th September  2009.

14.2 The Tournament Director will supply official letters of invitation only after all the payments are effected (registration and accommodation fees for every member of the delegation).

15.      WEATHER CONDITIONS

In November, the weather of Antalya is warm and around 20º C, however there may be rain showers during this time. We propose to all participants to have a rain coat and some protective / warm clothing.

16.      ELECTRICITY

The standard voltage in Turkey is 220 Volts.  The plugs used for appliances are twin round plug.

17.      CURRENCY & EXCHANGE

The local currency is the Turkish Lira. At the time of publication exchange rates are :

18.      PRIZE FUND

18.1 The best Federation, by ranking of medals collected in all categories, will receive 30 chess clocks, 2nd Federation will receive 20 chess clocks and the 3rd Federation will receive 10 chess clocks. For first place the number of gold medals will be taken under consideration, if there is a tie, then the number of silver medals, if there is still a tie, then the number of bronze medals. If finally this is still equal, then the total points of medallists will be taken for tie-break.

18.2 The champions of each category (12 categories) will receive a Laptop Computer. All 2nd places of those categories will receive Video Pod. Third places will receive special magnetic wooden chess set.

18.3 Other special gifts (books or toys) will be given to the 4th, 5th, 6th places.

18.4 Prize Giving Ceremony will be only for the top 6 players of each category, plus the youngest boy and the youngest girl in the tournament. 

18.5 All players and arbiters will be given diplomas for participation.

18.6 Top three places in each tournament will be awarded also with trophies and medals.
