TECHNICAL REGULATIONS
1.       ORGANISERS

The Turkish Chess Federation under auspices of the FIDE.

 

2.       CATEGORIES, SYSTEM AND RATE OF PLAY

i.                     The championship will be played in 12 categories(including Girls categories) :

Age group under 08 : Birth year 2001 and later

Age group under 10 : Birth year 1999 and later

Age group under 12 : Birth year 1997 and later

Age group under 14 : Birth year 1995 and later

Age group under 16 : Birth year 1993 and later

Age group under 18 : Birth year 1991 and later

ii.                    The tournament will be played using the Swiss system with 11 rounds. The national rankings will not be taken into account for pairings.

iii.                  The rate of play will be 90 minutes for the first 40 moves followed by 30 minutes for the rest of the game with an addition of 10 seconds per move starting from move one.

 

3.       RANKING AND TIE BREAK SYSTEM

The final ranking order of the players is determined by the number of points scored.

If at the end of the tournament two or more players are tied for the first place, the tie shall be broken according to FIDE rules D.VI.02, D.VI.03 and D.VI.04 (see also Appendix A).

 

4.       APPEALS AND APPEALS COMMITTEE

i.                     Protests against decisions of the Chief Arbiter or his assistants, or the Tournament Director, must be submitted in written form to the Chairman of the appeals committee within one hour after completion of the playing session. The protest must be accompanied with the sum of 100 € as a deposit from the signatory. The deposit must be handed to the Chairman of the appeals committee. If the appeal is granted, the sum shall be returned immediately. If the appeal is refused, the deposit is forfeited to the FIDE.

5.        SCHEDULE

World Youth Chess Championships 2009 will be held from 11 November (day of arrival) until 23 November (day of departure) 2009 in Antalya - Kemer (Turkey). The Chief Arbiter after consultations with FIDE and the Organizers may make changes on the tournament schedule. Such a change will be announced in due time.

6.       PRIZE FUNDS

                               i.            The best Federation, by ranking of medals collected in all categories, will receive 30 chess clocks, 2nd Federation will receive 20 chess clocks and the 3rd Federation will receive 10 chess clocks. For first place the number of gold medals will be taken under consideration, if there is a tie, then the number of silver medals, if there is still a tie, then the number of bronze medals. If finally this is still equal, then the total points of medallists will be taken for tie-break.

                             ii.            The champions of each category (12 categories) will receive a Laptop Computer. All second places of those categories will receive a Video Pod. Third places will receive a special magnetic wooden chess set.

                            iii.            Other special gifts (books or toys) will be given to the 4th, 5th, 6th places.

                            iv.            Prize Giving Ceremony will be only for the top 6 players of each category, plus the youngest boy and the youngest girl in the tournament. 

                             v.            All players and arbiters will be given diplomas for participation.

                            vi.            Top three places in each tournament will be awarded also with trophies and medals.

 

7.       ADDITIONAL REGULATIONS

                               i.            Article 9.1.b. of the Laws of Chess is valid.

                             ii.            Any player who arrives at the chessboard `fter the start of the session shall lose the game. Thus the default time is 0 minutes. (Fide Laws of Chess 6.6.a)

                            iii.            Article 10.2 of the Laws of Chess is not valid.

                            iv.            Analyzing is not allowed in the playing hall.

                             v.            Players who have finished their games shall be considered to be spectators and are not allowed tn stay in the playing area.

                            vi.            Without the permission of the arbiter a player is forbidden to have a mobile phone or other electronic means of communication in the playing venue, unless they are completely switched off. If any such device produces a sound, the player shall lose the game. (Fide Laws of Chess 12.3.b)

                          vii.            Flashes may be used only in the first ten minutes of the games.

                         viii.            In case of prearranged games both players will be penalized.

                     &nbqp;      ix.            We assume that all the players have read the Tournament Regulations and are obliged to obey them.

                      &n`sp;      x.   &n`sp;        Only the players and arbiters shall be allowed in the actual playing area, except with the exppess permission of the chief arbiter.

D.VI.02. Regulations for the World Boys-18 Championship and the World Girls 18 Championship

Designation of the Winner
14.

The order of the players is determined according to the number of points obtained. If at the end of the tournament two or more players are tied for first place, the tie shall be broken in the following order:

a.     For swiss tournaments where the players involved have all played only against rated opponents, after eliminating the lowest rated opponent, find the sum of opponents` ratings. The highest total wins. If still tied, eliminate the rating of the next lowest rated opponent(s) until a decision is possible.

b.     For other swiss tournaments, the sum of progressive scores. The highest total wins. If still tied, deduct the first round score, and if necessary the second round and so on.

If the tie remains unbroken, decide by lot.

15.

The World Boys (Girls)-16 Champion shall be awarded the title of (Woman) FIDE Master. (cf. B.01 Art. 1.22 & 1.53.) Where there is a tie for the first place, each of the players concerned shall be awarded the title, on condition that not more than three titles be awarded. (cf. B.01 Art. 1.221 & 1.531) Clear first place is equivalent to a 9-rd (Woman) International Master result.

15.1

The World Boys (Girls)-18 Champion shall have the right to participate in the same year`s or the following year`s World Juniors (Girls-20) Championship. This privilege may be exercised only once. (cf. D.V.01 Art. 3)

 

D.VI.04. Regulations for the World Youth (Girls)-8, 10, 12, 14 Championships

15.1

If a playoff is not stipulated in the tournament regulations, the following tie-breaking systems will be followed:

a.     For swiss tournaments where the players involved have all played only against rated opponents, after eliminating the lowest rated opponent, find the sum of opponents` ratings. The highest total wins. If still tied, eliminate the rating of the next lowest rated opponent(s) until a decision is possible.

b.     For other swiss tournaments, the sum of progressive scores. The highest total wins. If still tied, deduct the first round score, and if necessary the second round and so on.

c.      For other tournaments, including round-robins, elimination of scores against opponents in the lowest final score-group. The highest total wins. If still tied, eliminate scores from the next lowest final score-group, and so on.

d.     If the tie remains unbroken, decide by lot.

In the case that (a), (b) or (c) above does not decide, and the tie concerns the first place, the winners shall be declared co-champions.

The same procedure shall be applied, when necessary, to break a tie for other places.
